The NOx emissions have posed a significant environmental concern in the development of petroleum reserves offshore California. As a result, Minerals Management Service and the Santa Barbara County Air Pollution Control District are conducting technology development programs in offshore NOx control. This workshop provided a timely forum for the exchange of information on NOx control technologies to meet the unique operational constraints of offshore development. The workshop was intended to serve all parties that are concerned with air pollution control for offshore oil and gas development, representing:
 
bullet oil companies involved in operating offshore California,
bullet regulators from federal, state and local government agencies,
bullet manufacturers and suppliers of equipment and technology that generates or control emissions from offshore sources,
bullet researchers and technologists that are pursuing advanced air pollution control technology,
bullet other affected or interested parties.

The objective of this workshop was to guide investigations by the sponsoring agencies in advancing NOx control techniques for offshore operations. The objective was achieved through presentations on offshore operations and NOx control technologies, combined with opportunity for panel and group discussions on the key hurdles to be overcome in these technology programs.

Four panels were established to discuss the technical and regulatory requirements of offshore NOx control: Gas Turbine Panel; Diesel Engine Panel; Exhaust Gas Treatment Panel; and Alternate Fuels Panel.

Papers describing the current status of NOx control and the unique aspects of offshore operations were presented during general sessions. Presentation of these papers was followed by discussions among presenters and workshop participants in the working panel sessions. Highlights and conclusions from the panel sessions were presented at a general session.
