A workshop API RP for Sustained Casing Pressure, was conducted on August 17-18, 2004, Houston, Texas, to address MMS’s, safety concerns on uncontrolled annular flows. The new API Work Group formed for this project is comprised of government and industry representatives of several organizations including API Washington staff, API Executive Committee on Drilling and Production Operations, API Subcommittee 10 on Well Cements, International Standards Organization, International Association of Drilling Contractors, Drilling Engineering Association, the MMS bureau, and other interested parties. Issues related to sustained casing-head pressure (SCP) were also discussed. The API Work Group on Annular Flow Prevention and Remediation agreed to prepare “best practices” to improve zonal isolation, reduce the occurrence of SCP, and help prevent annular flow incidents prior to, during, and after cementing operations. Studies of all available information on flow event causes and prevention helped the Work Group write best practice documents for publication as API Recommended Practices. The MMS is considering the incorporation of these API publications into new regulations for well construction in federally regulated areas. The API Work Group is responsible for the following API Recommended Practice publications:

1. RP-65 Part One “Cementing Shallow Water Flow Zones in Deep Water wells”
    

2. RP-65 Part Two “Isolating Potential Flow Zones in Well Drilling and Cementing Operations” and
    

3. RP-65 Part Three “Zone Isolation to Prevent and Remediate Sustained Casing Pressure”
