Formulas & Definitions
The Performance Measures Workgroup established the
following set of environmental and safety definitions associated with production,
drilling, and construction activities on the OCS. Safety-related
measures deal with the occurrence rate of relatively minor illness and injury incidents as
well as more severe accidents. Environmentally-related
measures deal with accidental release incident rates and spill volumes. Most of the data
for these measures were available from existing sources.
Please note the change from exceedences to non-compliances
on the EPA NPDES Measure #6.
Exceedences are only a subset of non-compliances. The Workgroup decided to request all
non-compliances for the next data collection.
Safety Performance Measures
1. Production Operations Employees' (Company &
Contractor) Total Recordable and Lost Workday Incident Rates

operations employees' OSHA recordable injuries and illnesses)/(Annual total number of
production operations employee hours worked)] x 200,000.
1.2 [(Annual number of production operations employees' OSHA
