35 STATES RECEIVE RECORD $800 MILLION
The Minerals Management Service distributed a record $800 million to 35 states last year for mineral production on federal lands located within their borders and from federal offshore lands adjacent to their shores.
"Because of increased prices, we collected and therefore shared more revenues with the states," according to Thomas R. Kitsos, acting MMS director. "Amounts vary according to production and market prices. In 1999, $541 million was distributed to states, $559 million in 1998 and $617 million in 1997."
States normally receive 50 percent of the revenues collected from federal lands located within that state’s boundaries. The Reclamation Fund for water projects receives 40 percent and the General Fund of the U.S. Treasury receives 10 percent. Alaska is the only exception and receives a 90-percent share, as prescribed by the Alaska Statehood Act.
Coastal states receive 27 percent of mineral royalties if they have federal offshore tracts adjacent to their seaward boundaries. Remaining offshore revenues are deposited in special accounts of the U.S. Treasury, including the General Fund, the Land and Water Conservation Fund and the Historic Preservation Fund.Disbursements are made to states on a monthly basis as revenues are collected.

The MMS, a bureau in the U.S. Department of the Interior, is the federal agency that manages the nation's natural gas, oil and other mineral resources on the outer continental shelf. The agency also collects, accounts for and disburses more than $5 billion per year in revenues from federal offshore mineral leases and from onshore mineral leases on federal and Indian lands.
