MMS Royalty Management Program
Reorganizes and Changes Name to
Minerals Revenue Management
Minerals Management Services Director Walt Rosenbusch today announced the Royalty Management Program has officially transitioned to the new Minerals Revenue Management. The old organization was function-based on 11 different processes. The new organization, designed to support the reengineered program, is process-centered to manage work in two end-to-end processes – Financial Management and Compliance and Asset Management.
Three years ago the Minerals Management Service began an effort to reengineer its Royalty Management Program. Changing energy markets, aging computer systems and the need to better align its business processes with industry and financial institutions prompted MMS to take action. Core business processes were redesigned to enhance customer satisfaction and dramatically improve organizational performance. A plan was published detailing activities and steps to implement the program reengineering.
MMS is partnering with its state, Indian and industry constituents to develop the new processes and systems and to anticipate future demands and evolving needs. Last year MMS signed a contract, signaling the beginning of the implementation phase, to develop and install COTS-based financial and compliance systems.
“The new organization is an essential milestone in the reengineering initiative because it enables the end-to-end process that is the heart of our reengineering design,” MRM Associate Director Lucy Querques Denett said, “And, our new name better reflects our responsibilities to not only collect and account for royalties, but also bonuses, rents and other revenues.” She concluded, “We already have the finest people and are working to perfect the processes commensurate with the demands of the 21st Century.”

MMS is the federal agency that manages the Nation's natural gas, oil and other mineral resources on the Outer Continental Shelf; and annually collects, accounts for and disburses more than $4.5 billion in revenues from federal offshore mineral leases and from onshore mineral leases on federal and Indian lands.
