Quarterman, an attorney with extensive experience in energy and regulatory issues, has been named Deputy Director of the U.S. Department of the Interior's Minerals Management Service (MMS), the agency announced today. Quarterman, who holds a Bachelor of Science degree in Engineering, has practiced since 1988 with the Washington, D.C. law firm of Steptoe and Johnson. She focused on the regulation of energy-related commodities, with added involvement in issues such as transportation regulation and oil income, tax and royalty litigation. A 1983 graduate of Northwestern University in Evanston, IL, Quarterman earned her law degree in 1987 at Columbia University in New York, where she was executive editor of the Columbia Journal of Environmental Law. Prior to her Washington experience, she worked with law firms in Kansas City, MO, and New York City. "Cynthia is a talented attorney with a solid background and the experience to help lead and inspire MMS," said agency Director Tom Fry. "I believe she will bring excellence to our mission of balancing protection for the environment with providing opportunities for the discovery and recovery of critical energy resources." MMS administers federal offshore mineral programs and manages the federal mineral royalty program, which generates about $4 billion in annual revenues. -MMS- BIOGRAPHY CYNTHIA L. QUARTERMAN Deputy Director Minerals Management Service U.S. Department of the Interior Secretary of the Interior Bruce Babbitt designated Cynthia L. Quarterman as Deputy Director of the Minerals Management Service on September 1, 1993. In that capacity, Quarterman assists Director Tom Fry and shares responsibility for the exploration, development and production of oil, natural gas and other minerals deposits on the Nation's outer continental shelf and for the collection of revenues for minerals development on Federal and Indian lands. Prior to her current appointment, Quarterman was an attorney with the Washington, DC firm of Steptoe and Johnson, where her practice centered on the regulation of energy-related commodities. She was also involved in transportation regulation, oil income tax and royalty litigation and general civil litigation. Aspects of her practice included issues relating to chemical commodities, oil pipelines and the crude oil market. She is currently vice chair for Programs of the Energy Committee of the American Bar Association's Litigation Section. Quarterman previously had served with law firms in Kansas City, Mo., and New York City. She received an Industrial Engineering degree from Northwestern University, and obtained her Juris Doctor degree from the Columbia University School of Law. While at Columbia, she also served as Executive Editor of the Columbia Journal of Environmental Law. Prior to law school, she worked as an engineer for IBM. Quarterman, a native of Savannah, GA, is 32 years old.
