and the Operations, Safety and Enforcement Section to assure
compliance of OCS lessees with laws, regulations, and directives
for oil and gas operations, renewable energy projects, and
alternate use of OCS facilities

Assures
coordination of post-lease activities with other Federal, State,
and local agencies

Approves proposed
development and production plans, oil spill response plans, and
their modifications; decommissioning applications; and
applications for rights-of-use and easements
-
Approves pipeline
applications, including proposed OCS pipeline design,
installation, maintenance, inspection and repair; issues pipeline
right-of-way grants
-
Approves gas
flaring or venting requests

Inspects all
operations on OCS facilities and metering functions, both offshore
and onshore

Maintains accident/event/spill data

Prepares/coordinates Notices to Lessees and Safety Alerts to provide
regulatory interpretations and safety recommendations

Coordinates regional administration of requirements for lessees'
performance training
