NTL 99-NO5 |
Effective Date: May 21, 1999
Recission Date: January 31, 2000 |
Notice to Lessees and Operators (NTL) of Federal Oil, Gas,
and Sulphur Leases in the Outer Continental Shelf
Year
2000 (Y2K) and End of Week (EOW) Compliance
of Global Positioning System (GPS) Receivers
NOTE: NTL 99-N05
is available for download in Adobe's Portable Document Format (PDF).
On April 13, 1999, the North American Aerospace Defense Command (NAADC) and
the United States Space Command (USSC) jointly
issued a news release. The news release discusses the
Global Positioning System and two upcoming events that may affect its
performance--the GPS EOW rollover and Y2K issues.
Of these two events, the EOW rollover occurs sooner. On August
22, 1999, any non-compliant GPS receiver will fail to operate.
Since the GPS is used extensively in OCS offshore oil, gas, and marine
activities, MMS is utilizing this NTL to advise
all OCS operators and contractors to visit the web sites listed below
and review the NAADC and USSC news release and other issues. The task
of certifying individual GPS equipment is the
responsibility of the user. These web sites should provide the recipients of
this NTL enough information to pursue an appropriate course of
action.

Since the subject of this NTL is an advisory issue, please direct all
technical questions concerning the GPS to the websites listed. Distribute
this NTL to your contractors, as appropriate.
