Notice to Lessees and Operators (NTL) of Federal Oil and Gas Leases on the Outer Continental Shelf

New Payment Method for Existing Cost Recovery Fees

This Notice to Lessees (NTL), Operators and Pipeline Right-of-way Holders is issued pursuant to 30 CFR 250.103. This NTL supersedes NTL 2006-N02 effective March 8, 2006. Pursuant to 30 CFR 250.125 and 256.63, you must pay non-refundable filing fees to the Minerals Management Service (MMS). Payments must accompany MMS applications that require cost recovery fees.

The United States Department of Treasury has enabled the PAY.GOV system for fee payments associated with MMS cost recovery applications. PAY.GOV allows applicants to pay electronically for the non-refundable filing fees listed below. The PAY.GOV site will accept both credit card and Automated Clearing House (ACH) payments. Credit card or ACH payments will no longer be handled by the Regional Office staff.

Payment of the fees listed in the following table must accompany the submission of the application. MMS prefers that applicants pay their fees using credit card or ACH payments through the PAY.GOV website. If paying by credit card or ACH, you must include a copy of the PAY.GOV confirmation receipt page with your application or the application will be returned without further processing.

MMS will continue to receive check payments at this time. Your payment is payable to: “Department of the Interior – Minerals Management Service” or “DOI-MMS” and must include your MMS company identification number.

This NTL applies to the all MMS Offshore Regions.

Paperwork Reduction Act of 1995 Statement

The Paperwork Reduction Act of 1995 (PRA) (44 U.S.C. 3504 et seq.) requires us to inform you that the MMS collects the information and the associated fees to carry out its responsibilities under the OCS Lands Act, as amended. MMS is collecting fees to offset MMS’s costs of performing certain services relating to its minerals programs. An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid Office of Management and Budget (OMB) Control Number. The OMB has approved the collection of information for the affected regulations and assigned OMB Control Numbers 1010-0114, 1010-0050, 1010-0041, 1010-0068, and 1010-0006. Direct any comments regarding the burden estimate or any other aspect of this collection of information to the Information Collection Clearance Officer, Mail Stop 4230, Minerals Management Service, Department of the Interior,
