Mexico Region Spills ≥ 50 Barrels (2,100 gallons) – 1999 January 23, 1999 - Snyder Oil Corporation
Remarks: While attempting to load a pallet onto the platform the M/V "Bolling Tide" was pushed into the platform by 6 - 8' waves. When the vessel collided with the boat landing, a diesel tank on the vessel was ruptured. A total of 4,420 gallons (105.24 bbl) of diesel oil spilled from the tank. Remarks: A submerged oil pipeline was crushed when the jack-up barge "Loop Davis" sat down two pads on on the pipeline. Pipe fractured at flange approximately 150' away from the platform. Installed new riser portion and new spool pieces. Replaced the subsea bypass assembly. Abandoned 150' of pipeline in place. Segment numbers 06462 and 06463 are DOT-authorized segments with OCS right-of-ways approved by MMS and are subject to both DOT and MMS regulations. Remarks: While coiled tubing was being snubbed into Well A-2, it encountered an unknown obstruction that caused it to stop abruptly. Upon coming to a stop or shortly thereafter, the coiled tubing buckled and parted between the stripper assembly and the injector head, resulting in the release of hydrocarbons to the atmosphere. The pipe rams were closed and the shear rams were subsequently closed, thereby cutting the coiled tubing. The coiled tubing was then pulled back onto the coiled tubing reel. However, a section of coiled tubing remained between the shear rams and the injector head, where the original part had occurred. The blind rams were then closed but did not stop the flow of hydrocarbons because the coiled tubing stub was located across the blind rams. Attempts were made to secure the well by closing the bottom manual valve assemblies, and the well continued to flow uncontrolled. The platform emergency shutdown system was then activated, and all personnel evacuated the platform. The well ignited on September 12, 1999, and burned. Remarks: A deckhand on the M/V "Truk 21" failed to close a valve on the 1,000 bbl storage tank when the transfer line was lowered causing the spill of 360 barrels of 3 Salt completion fluid containing zinc bromide. NRC Report: 505365 NOTE: Synthetic Oil Fluids*: In deepwater drilling, synthetic-based muds (SBM’s) are preferred over petroleum oil-based muds (OBM’s) due to the SBM's superior performance properties. The synthetic oils used in SBM’s are relatively non-toxic to the marine environment and have the potential to biodegrade.
