Summary: MMS
has been performing annual reviews of its significant regulations and asking
the public to participate in these reviews since 1994. The purpose of the
reviews is to identify and eliminate regulations that are obsolete,
ineffective, or burdensome. In addition, the reviews are meant to identify
essential regulations that should be revised because they are either
unclear, inefficient, or interfere with normal market conditions. As MMS
moves towards performance based regulations, we are looking at ways to offer
regulatory relief to industry for exceptional performance. We request your
comment and suggestions with respect to which regulations could be more
performance based and less prescriptive.

Summary:
This proposed rule revises regulations on royalty relief for oil and gas
producers on the Outer Continental Shelf (OCS). It provides for
suspension or reduction of royalty on a case-by-case basis for certain
additional categories of OCS leases. Also, it identifies circumstances
when we may consider special royalty relief outside our established
end-of-life and deep water royalty relief (DWRR) programs.

Summary:
This proposed rule restructures the requirements for oil and gas
drilling operations on the Outer Continental Shelf, adds some new
requirements, and converts the rule into plain language. It follows the
logical sequence of obtaining approval to drill a well and conducting
operations. It also removes overly prescriptive requirements and updates
requirements to reflect changes in drilling technology.

Summary:
This proposed rule outlines why and how we may issue Outer Continental
Shelf (OCS) leases after November 2000 with royalty suspensions. It also
presents a plain-language revision of the existing rules for bidding
systems and joint bidding restrictions. It does not change the current
policies on royalty suspensions for leases issued before December 2000,
though it does add one minor reporting requirement for leases issued
with royalty suspension.

Summary:
This proposed rule would amend MMS regulations governing oil and gas
operations in the Outer Continental Shelf to update decommissioning
requirements. The new layout of the rule follows the logical sequence of
plugging a well, decommissioning the platform and pipeline, and clearing
the lease site. The proposed rule also updates requirements to reflect
changes in technology. We restructured the requirements to make the
regulations easier to read and understand. The proposed technical
changes will help ensure that lessees decommission facilities safely and
effectively.
