Description:
Background
This is the management portion of the Southern California Coastal Marine Institute initiative. Management has been, and continues to be, a significant requirement of the cooperative agreement. Although this element of the cooperative agreement is not truly a research effort, it is a necessary basis for the success of the scientific work. Regular quarterly reports and annual reports have been filed with the COTR and headquarters for this cooperative agreement since its beginning.
Objectives
The objective of the MMS CMI’s is to strengthen our relationship and forge new partnerships with coastal States and their university systems. The objective of this task order is to insure a smooth operation and timely delivery of high quality science to the MMS and the University.
Methods
Annually, proposals for studies that address the information needs identified within the general framework are submitted to the CMI Director. All proposals are evaluated by the CMI Technical Steering Committee as to scientific merit and applicability to information needs of the MMS and the State, and are deemed either acceptable, in need of revision, or unacceptable. External peer review, such as by the MMS Scientific Committee, is sought to assist in the reviews or when questions of technical merit cannot be resolved. So as to maximize use of the capabilities of the researchers, latitude exists to revise unacceptable proposals to conform more closely to the needs of MMS and the State.
he actual technical methods used vary depending upon the study being performed. Studies supported under CMI include, for example, research in physical oceanography, socioeconomics, toxicology, bioremediation, and the ecology/biology associated with OCS oil and gas structures.
Importance to MMS
Management of the CMI is required by the University and is an integral part of any multi-task element cooperative program.
Current Status:
The Coastal Marine Institute is fully funded and is completing several study tasks that extend into FY 2006. Reports are expected through FY 2006 during which management activities will continue.
