

Cumulative Analysis and the NEPA Process
Cumulative analysis requirements should first be considered when scoping is initiated.
At that time, the spatial and temporal boundaries of the analysis should be
established, and the activities that will be addressed in the cumulative analysis should
be identified.
Once the scope of the EIS has been determined, a description of the affected
environment should be prepared prior to conducting the environmental analysis. The
description should encompass all resources, ecosystems, and human communities that will be
considered in the cumulative analysis.
The cumulative analysis is conducted after the analysis of the proposal and examines
the cause-and-effect relationships between multiple actions and the affected resources and
habitats.
