The federal regulations implementing Section 7(a) are found at 50 CFR 402
- Interagency Cooperation - Endangered Species Act of 1973, as Amended.
The
National Marine Fisheries Service (NMFS) and the U.S. Fish and Wildlife Service (FWS) jointly issued an Endangered
Species Consultation Handbook that addresses the major consultation processes,
including informal, formal, emergency, and special consultations, and conferences.
The handbook promotes consistent implementation of consultation procedures.
