Status of Current NPDES Permits

EPA Region 4

The EPA reissued the NPDES general permit for the Eastern Gulf of Mexico Planning Area greater than 200 meters and Mobile and Viosca Knoll in the Central Planning Area on December 9, 2004.  The permit number was changed from GMG280000 to GMG460000 in order to differentiate offshore oil and gas operators covered under the Environmental Protection Agency (EPA) Region 6 general permit from operators covered under the Region 4 general permit. The final permit can be downloaded from the following Internet Web site: http://www.epa.gov/region4/water/permits/.

The permit expires December 31, 2009. Individual permits are granted for depth less than 200 meters.

EPA Region 6

The USEPA reissued the NPDES general permit (GMG290000) for the Central and Western Planning Area (except for Mobile and Viosca Knoll) on November 6, 2004. The final permit can be downloaded from the following Internet Web site: http://www.epa.gov/Arkansas/6en/w/offshore/permit11062004.pdf.  The permit expires November 7, 2007.

EPA Region 9

The EPA reissued the NPDES general permit for the Pacific Planning Area in 1983 (48 FR 55029, November 1983).  While the permit expired June 30, 1984, the EPA administration extended its coverage indefinitely for existing facilities.  Any activities beginning after June 30, 1984 are issued individual permits.  The EPA is expected to publish a draft proposed NPDES general permit this fall.  The proposed permit would cover all exploratory operations on existing leases and the following existing development and production facilities: Platforms A, B, C, Edith, Ellen, Elly, Eureka, Gail, Gilda, Gena, Grace, Habitat, Harmony, Harvest, Henry, Heritage, Hermosa, Hillhouse, Hidalgo, Hogan, Hondo, Houchin, and Irene.  All previously issued NPDES permits would be terminated once this permit became effective.

EPA Region 10
