Joint Industry--MMS Effort to Measure Safety Performance

Background
For the past five years, MMS has worked with operators, industry groups and the U.S. Coast Guard to develop and collect a set of performance measures. Once the Workgroup agreed to the terms and formulas, MMS published a data request for a pilot study. The workgroup analyzed the 1995-96 data and produced a report.

After completing the pilot project, MMS was approved for an OCS-wide collection of 1996-97 data.  Like SEMP, participation in the Performance Measures project is voluntary.

In September 1999, results & observations from the 1996-98 data were issued in a final report. To recognize pacesetting performance and encourage development of safety systems, two workshops were held in October 1999.

Thanks to efforts from the Offshore Operators' Committee and many others, the Best Management Practice Sharing Workshops were held in New Orleans and Houston. Over 400 people learned how pacesetters manage different aspects of their safety systems.

Based on the success of the workshops, we hope to achieve 100% operator participation in the next performance data collection and the API RP 75 survey.
