The MMS mission goals include interacting with our customers in an open and constructive manner to ensure that we provide quality services that satisfy our customers’ needs. To this end, MMS is pursuing various opportunities for
e-business, thus providing efficient data transactions and customer-oriented services for key stakeholder groups such as the oil and gas industry.

Jeanne Waguespack’s exceptional computer programming efforts and close interactions with MMS employees were instrumental toward helping MMS achieve its electronic business goals in 2001.

Chevron is one of MMS’s largest customers and submits an extensive volume of data to MMS in compliance with Federal Regulations. One such submission is the Semiannual Well Test Report (Form MMS-128). In the past, Chevron submitted about 1,600 of these reports each year on paper forms. However, Ms. Waguespack worked closely with MMS personnel in an effort to submit these reports electronically. Ms. Waguespack wrote computer software that extracts the essential information from Chevron’s corporate database and outputs the information in a standard MMS format. In addition, Ms. Waguespack worked with MMS personnel to develop the MMS standard format and software that loads industry files into MMS’s corporate database.

Today, all of Chevron’s Semiannual Well Test Reports are submitted electronically. The data flows directly from Chevron’s database to MMS’s database with proper security checks and minimal human interaction. Ms. Waguespack’s efforts have saved Chevron and MMS a tremendous amount of manpower and greatly reduced the volume of paper handled on both ends.

The success of this project resulted in MMS releasing a Notice to Lessees and Operators that invites all operators to submit these data electronically, making this the first MMS form to be fully-compliant with the Government Paperwork Elimination Act. The MMS is grateful for Ms. Waguespack’s dedication to excellence. Her superb efforts are leading industry and government to new levels of efficiency.

For these reasons, Ms. Waguespack is most deserving of the MMS Corporate Leadership Award.
