On his own initiative, Mr. Riemer has proactively established excellent working relationships with key MMS RIK managers to discuss and resolve the major issues related to a lessor taking oil in kind. Over a 3-year period, Mr. Riemer made himself available on countless occasions to provide focused, expert industry guidance and perspective on the myriad operational and market issues faced by a producer/seller of crude oil. Moreover, he has sought and developed industry consensus on these same issues within industrys governmental working committees, thus furthering a sense of unity and shared interests in the RIK arena. Mr. Riemer provided orientation to MMS and State of Wyoming RIK team members on the nature of Wyoming crude oil production, transportation, and marketing. Together with Mr. Andy Franklin, a fellow Marathon employee, he provided commercial pricing and market information, input on draft bidding documents, and introductions to key points of contact. Mr. Riemer also assisted MMS in the overhaul of MMSs small refiner and unrestricted commercial pilots, based in large part on his observations of past RIK oil operations. The MMS adopted Mr. Riemers suggestions on new approaches to custody transfer points, pricing mechanisms, credit risk management, and contract terms. Mr. Riemer spent many hours personally educating key RIK managers in the nuances of market pricing of crude oil at Gulf Coast, Pacific, and mid-continent locations as well as at the NYMEX, including the relationships of pricing used in commercial trading versus pricing inherent in MMS valuation regulations.
