The nominees for this group award have contributed
substantial amounts of time and effort to further the use and general acceptance of
technical oil and gas standards within the industry and the regulatory community.
Technical standards are a major component of MMSs regulatory regime, and their
importance continues to expand in todays increasingly complex operating environment.
These individuals have had significant impact upon the development of both domestic and
international standards and have contributed greatly to the ongoing success of the OCS oil
and gas program.
Mr. Sampson, of the American Petroleum Institute, has worked
cooperatively with MMS on a variety of high profile exploration and production standards,
including cranes and production safety systems. His position in Washington, D.C. provides
him with a unique opportunity to communicate with the MMS on an ongoing basis concerning
the status of a variety of standards issues.
Mr. Heimer, of ExxonMobil Production Company, is head of the
U.S. Technical Advisory Group to the International Organization for Standardization (ISO),
Technical Committee 67 (Materials, Equipment, and Offshore Structures for Petroleum and
Natural Gas Industries). In this capacity he has ensured that the position of the U.S. oil
and gas industry is adequately represented within ISO when formulating global standards.
Ms. Stark, of BPAmoco, is chair of the International
Organization for Standardization, Technical Committee 67, and as such has enormous
responsibility in formulating the overall objectives and goals of this technical
committee. Her work within this organization is critical in advancing the acceptance of
mutually agreed upon international standards throughout the major oil-producing regions of
the globe.
Mr. Arney, of Marathon Oil Company, has worked very closely
with representatives of the MMS on a variety of issues related to the development of
standards dealing with floating production systems. His work in this area has helped
bridge the gap between technical specifications developed for shelf properties and those
needed for operations conducted in deep and ultra deepwater areas of the Gulf of Mexico.
These individuals have invested a tremendous amount of time
and effort in advancing the role of standards, both domestically and globally, and are
worthy recipients of this award.
